Project Management and Accountability Process (PMAP): Oversight of this organizational tool provides the pathway of required elements for a project.  Based upon our technical fee proposal it breaks down each task for a project, allowing the Project Manager to assign appropriate accountability for each component.  Tasks include but are not limited to schedules, consultant coordination, submittal review, meeting minutes, design process and general project oversight.

Project Huddle Leadership: A weekly project huddle creating an opportunity, once a week, for the project team to coordinate the current status of the project.   The use of a standard huddle meeting agenda, to create consistency within the firm, is encouraged.

Primary Client Contact (PCC): A good working relationship between the project manager and client is crucial to the success of any project. As professionals we have a responsibility to coach our clients about the architect's role and responsibility as well as the design and construction process. Cultivating an environment of education fosters trust, creates good communication, relieves frustration, and builds successful relationships with our clients.  We should be initiating 80% of client communication ensuring a great client experience (Cx).

Software Proficiency: Have a working understanding of Revit modeling / drafting tools and features required to open, navigate, and review a project in Revit.  Key abilities include manipulating visibility graphics, creating views and sheets, annotation using dimensions / keynotes / text notes, and printing.  General knowledge of Revit’s capabilities and limitations as they pertain to managing / maximizing the team’s productivity.  Ability to utilize Bluebeam tools and studio sessions to review project documentation and provide real-time markups to production staff.  Familiarity with spreadsheet platforms such as Microsoft Excel.

Position Summary

 The OFCC BIM Technical Manager serves as the State of Ohio's lead authority on Building Information Modeling (BIM) standards, deliverable review, and digital facility information strategy. This is an owner-representative role focused on evaluating, validating, and accepting BIM deliverables produced by external design and construction teams against established state standards. 

The BIM Technical Manager is responsible for the stewardship of the OFCC BIM Standards (OHIOBIMS), coordination of BIM implementation across seven state agencies, oversight of the enterprise Common Data Environment (CDE), management of QA/QC processes for BIM milestone submissions, and industry engagement to build statewide BIM adoption. This position leads a 15-year phased roadmap transitioning Ohio's facility portfolio from traditional documentation to an integrated digital twin ecosystem.

Key Activities, Roles, and Responsibilities

Standards and Program Management

  • Maintain and evolve the OFCC BIM Standards, BIM Execution Plan (BEP) templates, ModelElement Tables (MET), and Asset Information Requirements (AIR).
  • Lead the BIM Implementation Steering Committee, preparing agendas, facilitating quarterly meetings, and tracking progress against the 15-year roadmap milestones.
  • Develop and manage annual program budgets, consultant contracts, and technology platform licensing.

BIM Deliverable Review and Quality Assurance

  • Review and approve project-specific BIM Execution Plans (BEPs) submitted by design and construction teams for compliance with OHIOBIMS requirements.
  • Conduct or oversee QA/QC reviews of BIM model deliverables at 30%, 60%, 90%, and turnover milestones — verifying Level of Development (LOD/LOI), model organization, file naming, coordinate systems, clash detection evidence, and asset data completeness.
  • Classify submissions as Accepted, Accepted with Conditions, or Rejected per established non-conformance and corrective action procedures.
  • Validate COBie/asset data deliverables for completeness and accuracy before CMMS integration, ensuring data meets Minimum Viable BIM for Facility Management (MV-BIM-FM) specifications.

Agency Coordination and Support

  • Serve as the primary BIM resource for seven state agencies (DAS, ODOT, DVS, DRC, DYS, ODNR, and OFCC K-12 program), tailoring guidance to each agency's BIM readiness level.
  • Support agency BIM Coordinators with technical guidance on CDE usage, model review procedures, and CMMS data handover workflows (360 Facility, Nuvolo, TELs, OnTrack).
  • Coordinate cross-agency data sharing, standardization, and portfolio analytics initiatives.

Technology and CDE Oversight

  • Administer and configure the enterprise Common Data Environment (Autodesk ConstructionCloud or equivalent), including folder structures, access permissions, and integration points.
  • Evaluate and recommend BIM-related technology platforms, automated model-checking tools, and emerging digital twin, IoT, and analytics solutions.
  • Oversee data governance, security protocols, and compliance with Ohio OIT policies and ORC149.433.

Industry Engagement and Training

  • Plan and deliver statewide BIM training workshops, webinars, and the annual BIM Summit for state agency staff and the design-construction community.
  • Develop and maintain tutorial libraries, FAQ resources, and the OFCC BIM Standards website.
  • Engage with industry organizations (AGC Ohio, AIA Ohio, ACEC Ohio) to gather feedback, build buy-in, and refine standards collaboratively.

Contract and Procurement Support

  • Draft and maintain standard BIM contract specifications and special provisions for design and construction agreements.
  • Advise OFCC project managers on BIM scope requirements, fee justification, and deliverable acceptance for individual projects.
  • Support development of Model as Legal Deliverable (MALD) framework and associated intellectual property provisions.

Capital Project Management

  • Administers and provides direction on overall statewide construction projects, including architectural and construction management activities for state and community-owned capital improvement projects (i.e., state agencies, higher education, K-12 school districts).
  • Provides direction, rules, and policy interpretation; provides insight into statewide K-12 programs, master plans, and policies for OFCC.
  • Works with both Project Manager and Project Coordination staff to foster consistency. 
  • Assists owners and OFCC project staff in selecting appropriate project delivery method (i.e., multiple-prime, CM as Advisor, CM at Risk, Design-Build, General Contracting) for a specific project; provides guidance and negotiation of Guaranteed Maximum Price (GMP) proposals.
  • Troubleshoots for and expedites projects as they progress through design and construction phases.
  • Assists in dispute resolution matters.
  • Coordinates with owners, design professionals, consultants, construction managers, contractors, building officials, inspectors, and plan examiners.
  • Participates in  A/E, CMA, CMR, DB, and Consultant selection processes.
  • Advises on qualification- based selection, best value selection processes, and technical proposals.

Qualifications

Required

  • Bachelor's degree in Facility Management, Information Technology, Information Systems, Engineering, Architecture, Urban Planning, Geographic Information Systems (GIS), or a closely related field from an accredited institution.
  • Minimum of five (5) years of professional experience in owner-side construction project management, facility management, or capital program delivery — including oversight of design and construction consultants and contractor deliverables.
  • Minimum of two (2) years of experience managing or overseeing BIM programs, standards, or digital deliverable requirements in an owner, client, or program management capacity.
  • Experience reviewing and validating BIM models and data deliverables for compliance with established standards, including LOD/LOI verification, clash detection reports, and asset data completeness checks.
  • Proficiency with Common Data Environment (CDE) platforms (e.g., Autodesk ConstructionCloud, Procore, ProjectWise) including configuration, user administration, and workflow management.
  • Experience developing or managing BIM Execution Plans (BEPs), Model Element Tables(METs), or Asset Information Requirements (AIRs).

     

Preferred

  • Master's degree in Facility Management, Information Management, Engineering Management, Public Administration, or related field.

  • Working knowledge of ISO 19650 information management principles and the National BIMStandard–United States (NBIMS-US) framework.

  • Experience with CMMS/CAFM platforms (e.g., 360 Facility, Nuvolo, Maximo, or similar) and understanding of asset management principles including how BIM data integrates with preventive maintenance, work order systems, and facility lifecycle planning aligned with ISO55000.
  • Familiarity with digital twin concepts, IoT sensor integration, and building automation system(BAS) data — sufficient to define requirements and evaluate vendor solutions.
  • Experience with automated model-checking or validation tools (e.g., Solibri, Navisworks, SMC)for standards compliance review.
  • Demonstrated experience leading change management initiatives in organizations transitioning to BIM or digital information management, including training program development and stakeholder engagement.
